In 2014 health expenditure will exceed 120 billion euros (in 2010 it was around 109 billion). This is what emerged from the speech by Luca Antonini, president of the joint technical commission for the implementation of fiscal federalism, during the conference "Federalism is the cure for Italian healthcare" promoted by Aiop, the Italian private hospital association. Antonini took stock of the legislative process of federalism, anticipating some aspects related to the mechanism of bonuses and penalties, and recalling that from 2013 the financing of the health system will be based on "standard costs", determined by taking as a reference three benchmark regions, selected out of the best 5 which have guaranteed quality and budget balance. Gabriele Pelissero, Aiop vice president, instead recalled that public spending in Italy is among the lowest in Europe, underlining that federalism must not be just a cash operation: "The Regions need to do less management and go back to governing, first of all by separating managers from controllers and creating a transparent and equal control system for everyone, both for the public and for the private sector". According to Pelissero it is also \u00abessential to restore payment for services for all public and private hospital providers, which among other things represents the only way to concretely affirm the centrality of the citizen and the patient in the health system, exposing its inefficiencies and waste. This\u00bb he concluded \u00abcan in fact lead to a saving of 20%\u00bb.<\/font><\/p>\n
