This is what the motion presented by the Sì group - Tuscany on the left, approved by the regional council, asks for. In the text, illustrated by Paolo Sarti, is asked to "make drug packages available that are increasingly consistent with therapeutic needs" also "providing for the introduction of unit doses or customized packages". There law 190/2014, the letter recalls, envisages the production and distribution, in hospitals, of medicines in single-dose form. The motion calls for the implementation procedures envisaged by the law to be issued "in the short term". law 166/2016 to allow the donation of unused medicines to non-profit organizations and to extend the free transfer also to

veterinary drugs. Commitments have also been requested for institutional information and health education campaigns on the prudent use of drugs to encourage citizens to reduce waste. And finally the traceability the distribution of medicines not used or eliminated from the circuit which would need specific initiatives.

"An important act to make drug spending more efficient, both in hospitals and in families, in the wake of the awareness campaign promoted by the ecologist magazine People for Planet and the main international studies and experiences. The administration of bulk medicines in pharmacies is now a reality in countries such as Great Britain, Germany, the United States and Canada and is being studied by the French and Swiss governments, which have decided to start a trial", now it's time for a change too in our country”, explain the regional councilors Paolo Sarti and Tommaso Fattori. “In fact, there are too many medicines, mostly paid for by the national health service, which end up wasted, often in unopened and expired packages, and which then become an enormous amount of waste to be disposed of, over 1500 tons a year according to the 'Report Urban Waste 2015' of Ispra. It is therefore necessary to promote a fruitful collaboration between doctors, pharmacists and manufacturing companies to give priority to the sale of bulk medicines and to make available packages of medicines calibrated to therapeutic needs, providing for the introduction of personalized packages and unit doses”. “Information campaigns and health education on the prudent and appropriate use of medicines are also needed, as well as initiatives to increase traceability on the distribution and for the production and distribution of medicines in single-dose form in hospitals". "Finally, the motion calls for full implementation of law 166 of 2016 to allow the donation of unused medicines to non-profit organizations for social purposes and that these provisions also be extended to veterinary drugs", conclude Sarti and Fattori.

At the time of the explanation of vote Serena Spinelli (Art.1/Mdp) e Andrew Quartini (M5s) have announced support for the text. In particular, Quartini added the topic of unsold drugs, because they are close to expiring. The point, not covered in the motion, deserves to be developed according to the vice president of the 5 Star Movement.

Nine editorial staff from Florence

Motion no. 1165 of 28 February 2018 "Bulk medicines to reduce waste in Healthcare".
