Having established a method that provides for a scientific and rigorous monitoring system capable of producing objective data from which to automatically derive any type of intervention remains, for the prime minister, the best path on which to move forward. “There is no room for political bargaining, nor is it possible to derogate from the established criteria ”, he reiterates several times in the long confrontation that takes place in Palazzo Chigi with the heads of delegation of the majority parties. The coordinator of the Cts also participates in the meeting in the afternoon Agostino Miozzo, the president of the ISS Silvio Brusaferro and the president of the Superior Council of Health Frank Locatelli. Conte's message does not change: the Prime Minister also asks scientists to "avoid the mechanism of discretion as much as possible", providing recommendations "as unambiguous as possible and clearer indications". The pressure on the premier to adopt more restrictive measures at national level remains strong and, as well as from doctors and members of the CTS, also comes from some participants at the table, such as Dario Franceschini. Conte reiterates his no, also supported by Iv. Francesco Boccia he reassures: “The type of lockdown in March, with all the switches off and the country at a minimum, I say clearly we will not have it, we cannot afford it. The country would not hold up”, he says, while not excluding that in the coming days there may be new “strict and territorial lockdowns” and new red zonesas early as next week.

The situation, especially in some areas of the country, remains critical. There Campania, suspended for days between yellow and red, is one of the borderline cases. The official choices are once again postponed: it will be decided tomorrow, after the control room will provide the new data, also in light of the report of the ministerial inspectors. The Government, however, assures Conte "does not intend to sit idly by" with respect to what is happening. “The stress situation of the system is evident. We are the State and if there are widespread reports of criticality on the health facilities of the city of Naples we need to give a signal”. The Government's idea would be to strengthen the presence ofarmy and of Civil protection in Naples, fielding field hospitals And Covid hotels. The premier gives to the head of civil protection Angelo Borrelli the task of carrying out a reconnaissance on the already existing facilities and preparing others, to lighten the hospitals and support those who cannot face isolation within their own homes. The deployment of assets of the armed forces is requested by the Emergency Committee at the Civil Protection to the Joint Operational Command. Meanwhile Emilia Romagna, Veneto And Friuli Venezia Giulia will adopt from today more restrictive orders to counter the gatherings and prevent the situation from getting worse. Waiting for the new data.

The Government is looking for new funds for refreshments and is assessing a new deficit

Recover as many funds as possible so as not to be caught unprepared if resources are not enough: after i refreshment decrees And refreshments bis, the Government is ready to launch, if needed, even a refreshments ter to go to the rescue of the economy while trying to contain the curve of infections. And also to ask for permission to do new deficit if the situation were to get out of hand and turn, from here to the end of the month, towards that generalized lockdown that you are trying hard to avoid. Certainly the approximately 400 million posted in the bis refreshments in anticipation of the transition of other Regions to the orange or red bands risks running out quickly: in the 4 that have just changed color (Abruzzo, Basilicata, Liguria And Tuscany) there are, according to the calculations of Confesercenti, about 16 thousand bars which (together with pastry shops and hotels) will be entitled to compensation of 200% instead of the 150% provided for those with only the 18.00 time limitation. And in Campania, if the Region were to turn red, there are about 60 thousand shops that would need to be restored. Different story if the governors were to close them: the current rules, in fact, provide for refreshments for activities in the areas "identified by order" of the Ministry of Health, a knot this which, it is explained, could be resolved with a change at the time of conversion or, precisely, with a refreshments ter, precisely to facilitate local and targeted interventions in the areas most at risk.

From the MEF they let it be known that in the "folds of the budget" there would still be some further savings to be diverted to the aid game, resources that could exceed one billion but stop below 2, but still sufficient to cope with an important shift of Regions in red zonefrom the current orange or yellow ones. Funding could be granted either with a new decree and as an amendment to the two already passed which will in any case merge into a single provision in Parliament. In short, the bet is that the contagion will slow down thanks to the restrictions applied so far so as not to have to resort immediately to new extra deficit. If necessary, however, "we are ready to intervene in favor of all those who will suffer further losses, also resorting to a deviation from 2021 and a revision of the trend on 2020", he assured Joseph Conte in an interview. The premier will meet today at Palazzo Chigi the heads of delegation and the minister of the Economy Robert Gualtieri, just to take stock of the times of the economic maneuver, approved subject to agreements almost a month ago and expected in the House in days, and possibly find a shared line on any new deviation.

Center-right splits on Mediaset. The Cav in government: let's work together

Different tones in the centre-right to say the same thing: the Government has done everything wrong in the fight against the Coronavirus. Silvio Berlusconi, however, is called out of the wall against the wall: the leader of Come on Italy not only stands out for branding Donald Trump's populism as the wrong path (unlike Matthew Salvini who instead hopes for a victory for the tycoon after the appeals filed against Joe Biden), but makes the difference even more with his allies. It is no coincidence that the Cav has repeatedly repeated in recent days that "if we had the same ideas we would be a single party". In short, the line has changed: Come on Italy, also thanks to the world political change, with sovereignty in trouble, evidently aims at the liberal and moderate soul that has always distinguished it from League And Fdi. The executive of Joseph Conte, and the whole coalition agrees on this, is only creating confusion with stop-and-go and destabilizing measures. In this context, however, the Cav went further and instead of attacking and thundering against a majority of "incompetent" people, he put on an institutional suit that no one in the center-right had ever dared to wear: "I renew my appeal to the Government and to all the policies for working together, to implement cohesion and solidarity, wisdom and responsibility; only if we behave in this way will we be able to win this terrible war against our common enemy”, he relaunched even more heartfelt. Silvio Berlusconi's change of pace has unleashed the gossips who see conciliatory and collaborative tones as a way to suggest to the Joseph Conte that Forza Italia would be there if needed.

But in the words of the Cav, there is more. The reference to the liberal origins for many Azzurri is interested: the Government is dealing with the Vivendi's takeover of Mediaset and not to exacerbate the tone against the majority, they malign, "has given birth to the amendment to the Covid decree" which in fact aims to protect the Italian spirit of our country's publishing groups. The law was not voted in the Constitutional Affairs Commission of the Senate by the League causing the immediate reaction of Forza Italia. During the afternoon, a great deal of work by the bridge workers transpires, committed to restoring calm between Matthew Salvini And Silvio Berlusconi; there are those who swear that this diplomacy will eventually lead the League, including the seriousness of the gesture, to approve the amendment in the Chamber. But in the end things go in a diametrically opposite way. The rift is consummated blatantly in the Chamber, when Matthew Salvini, speaking surprisingly, confirmed the vote of abstention. “I heard Berlusconi, Salvini begins, and I can say that I don't believe in the mess with the majority on this amendment. Also for me Mediaset is a big Italian company. But I pose a substantive problem: we need to protect competition in a market like information, we need to give certainty to the sector. But it must be done with one organic reform done transparently. Amendments arriving at 10.00 in the evening are not the best way. Without second thoughts. To give confidence that there is reform, we will abstain on this provision. When we are in government, the center-right will carry out the reform”. A little later, as expected, the amendment passes. And in the evening go-ahead at Covid decree which now passes to the Chamber of Deputies for the definitive vote.

The Senate Hall

L'Senate assembly will return to meet at 9.30 to carry out the question time with the participation of the Ministers for European Affairs Vincent Amendolaof economic development Stephen Patuanelli and infrastructure and transport Paula DeMicheli.

The Senate Committees

As regards the Commissions, the Constitutional affairs will hold hearings on the assigned matter relating to the most effective ways of exercising Parliament's constitutional prerogatives in the context of a declared emergency. There Balance, in meeting with the Finances, will examine the decree for the protection of health and the economic support measures connected to the COVID emergency, the so-called refreshment decree. There Finances will discuss the proposal for a fact-finding survey on the reform of the personal income tax and other aspects of the tax system. There Agriculture will carry out hearings on the assigned deal on the damage caused to agriculture by the excessive presence of wildlife and finally, with the respective House, will listen to the Minister of Agricultural, Food and Forestry Policies Teresa Bellanova on the state of play of the negotiations on the new common agricultural policy (CAP). There Productive activities it will carry out several hearings in the context of the assigned deal on the support and promotion systems of tourist services and the production chains associated with the valorisation of the territory. There Healthcare will hear the representatives of the Federation of Italian Pharmacists Orders (FOFI) and of the National Council of Psychologists Order (CNOP) on the deal assigned for the strengthening and redevelopment of territorial medicine in the post-Covid era.

The House Chamber

Today the Hall of the Room will not meet, work will resume tomorrow at 9.30 with the discussion of urgent interpellations.

House Committees

As regards the Commissions, the Constitutional affairs will examine the decree relating to urgent provisions on immigration, international and complementary protection, as well as measures relating to the prohibition of access to public establishments and places of public detention, to combat the distorted use of the web and to regulate the national Guarantor of the rights of persons deprived of their personal liberty. There Justice will resume the hearings in the context of the examination of the draft law delegating to the Government for the efficiency of the criminal trial and provisions for the speedy settlement of the judicial proceedings pending before the Courts of Appeal. There Social Affairs will examine the pdl on the rules for supporting research and the production of orphan drugs and the treatment of rare diseases and the decree for the relaunch of the health service of the Calabria region and for the renewal of the elected bodies of the regions with ordinary statute.

Source NOMOS
