But tensions remain<\/b><\/h3>\n<p>Something is still wrong with the majority. There <b>economic maneuver<\/b> is finally in Parliament, i <b>Ristori decrees<\/b> are on the plate and the fourth is on the way, yet the gaps between the coalition forces are widening day by day. A <b>government crisis<\/b> it&#039;s absolutely out of the question, but the continuous pulling of the blanket (already very short, waiting for the money from the Recovery fund) is consuming relationships, already not exactly idyllic. As if that weren&#039;t enough, it takes too long to stir things up <b>Come on Italy<\/b>, which offers a hand for the most important dossiers. Gesture, that of <b>Silvio Berlusconi<\/b> and his own, which at another time would have been received differently, but now, with the moonlight and suspicions about the palace games that the allies are holding against each other, becomes a cause for tension. In response to those who believe that FI&#039;s offer is a coded message for the prime minister and the economy minister, there are statements from those directly involved, almost simultaneously. <b>Joseph Conte<\/b>, on TV, acknowledges the Azzurri that they have &quot;taken a dialogue and constructive approach&quot;, moreover without any pretension of &quot;wanting to broaden the base of the government, but remaining in the opposition&quot;, which is not a problem these days. Then it is <b>Robert Gualtieri<\/b>, who tries to reassure the parties that support the executive, to corroborate the thesis: &quot;We are ready to confront the political forces that will have a constructive approach in Parliament&quot;.<\/p>\n<p>No prejudicial closure, therefore. Also because it would have been difficult to explain a &quot;no, thank you&quot; after the latest appeal by the President of the Republic to the &quot;<b>institutional cohesion<\/b>\u201d which the second and third state offices never miss an opportunity to refresh: \u201cIt is important for our country in this phase that there is the broadest possible comparison\u201d, writes the president of the Chamber <b>Robert Fig<\/b>, in his usual report on the works of Montecitorio. The discussion about <b>budget law<\/b> it will come alive in a few weeks, in the meantime the fuse of the next one remains lit <b>budget variance<\/b> and gods <b>Ristori decrees<\/b>. On the first point also the <b>League <\/b>offers availability, but on the condition that there is &quot;the reduction of VAT and Irap and the suspension of contribution payments for self-employed workers&quot;. Pretty much the same request as <b>Brothers of Italy<\/b> that by the mouth of <b>Giorgia Meloni<\/b> denounces the attempt to split the center-right, because &quot;FdI is excluded from the confrontation&quot; at the hands of the Pd and M5S.<\/p>\n<h3><b>Conte&#039;s stop, no Christmas snow holidays and new Dpcm<\/b><\/h3>\n<p>No ski holidays at Christmas, Italy cannot allow them. Within 24 hours <b>Joseph Conte<\/b> try to extinguish the latest hotbed of controversy over <b>anti-Covid closures<\/b> and clearly adopts the hard line. The <b>Christmas time<\/b> will require a <b>Dpcm ad hoc<\/b> and, probably, more restrictive measures compared to working periods: &quot;We cannot allow ourselves indiscriminate holidays, we cannot repeat August 15th&quot;, is Conte&#039;s closure. But the government line will not always be so tough: the trend of infections seems to give good news and &quot;If we continue like this, there will be no more red zones at the end of the month&quot;, underlines the premier. A <b>first Dpcm<\/b> it will therefore take over the one expiring on December 3 and will be more open-minded, on the curfew, for example, without prejudice to the modulation for the Regions depending on the risk. With regard to the halt to snow holidays, however, tension rises in the Government, with Iv, once again, in the role of &quot;opener&quot;. The head of delegation Pd <b>Dario Franceschini<\/b> retweeted the Minister&#039;s &quot;no&quot;. <b>Francesco Boccia<\/b> arrived in the afternoon while the deputy secretary <b>Andrew Orlando<\/b> attacks: \u201cThose who proposed the reopening of the ski slopes knew very well that it was inadmissible. A depressing role-play continues to wink at the understandable malaise of some categories. This is not federalism, it is irresponsible demagoguery\u201d; \u201cWhen there are thousands of jobs at stake, talking about demagoguery is completely unjustified\u201d, is the reply of the Renzians.<\/p>\n<h3><b>The Italian Recovery Plan will be ready in February 2021<\/b><\/h3>\n<p>The premier, a <i>Half past eight<\/i> on <i>A7<\/i>, draw an outline of the <b>Government anti-Covid strategy, <\/b>which will have its centerpiece in <b>vaccination plan<\/b>: &quot;There is no guideline for the obligation of the vaccine, but we recommend it&quot;, explains Conte who, on this point, seems to distance himself from the position of the tougher wing of the executive, <span style=\"color: #000000;\">\u201cThe vaccine will be available sooner for <b>vulnerable categories<\/b> and exposed. I think it will be from the end of January \u201d, adds Conte.<\/span> The Government&#039;s strategy cannot disregard the <b>Recovery Fund<\/b>; the nodes for Italy are of two types: c&#039;\u00e8 lo <b>European stalemate<\/b>, with the double Polish-Hungarian veto, and the national one, with the schedule of <b>Recovery and Resilience Plan<\/b> to be respected. &quot;The EU Council in mid-December will be the decisive one&quot; in the European negotiations, the <b>Italian Recovery Plan<\/b>, on the other hand, will be ready in February: &quot;We are a little late compared to the initial times but there is a weekly dialogue with the European commission&quot;, explains the premier, who relaunches the establishment of a <b>ad hoc governance on the plan<\/b>. &quot;It will be a structure with a managerial profile that will monitor the projects and verify their implementation&quot;, remarked the Prime Minister, guaranteeing that &quot;it will be shared with the whole country, and we will do it in Parliament&quot;. The draft of the Recovery Plan, as also confirmed by the owner of the Mef <b>Robert Gualtieri<\/b> in the evening at the hearing in the Chamber, in the coming weeks it will arrive in the Chambers: to complete it, a <b>Hi<\/b> in this regard, it is expected by the end of November.<\/p>\n<h3><b>Gualtieri relaunches: 39 billion maneuver with an expansive stimulus of 70 billion<\/b><\/h3>\n<p>The Minister of Economy <b>Robert Gualtieri<\/b>, in front of <b>House and Senate budget committees<\/b>, during the hearing on the budget law it was clear: \u201cThe budget maneuver has a value of around 39 billion. Net of the new deviation, we are at over 70 billion of expansionary stimulus&quot;. \u201cThe maneuver \u2013 specified the Minister \u2013 implements a significant one <b>budget expansion<\/b> for 2021 estimated at around 39 billion. Out of this total, 24.6 billion will be obtained with the measures envisaged by the budget bill in the context of the greater <b>deficit<\/b> authorized by Parliament in the last few weeks (from the tendential 5.7% to the programmatic 7%), and a further 14.5 billion through the use of the resources of the <b>Next Generation Eu<\/b>\u201d. \u201cHowever, we must not forget that in 2021 the measures adopted during this year will also have an effect, which will mobilize resources for around 31 billion net. Net of <b>new offset<\/b>, we are therefore overall at over 70 billion of expansive stimulus\u201d, he explained. The manoeuvre, he recalled, is divided into eight areas: <b>healthcare<\/b>, <b>protection and recovery of employment<\/b>, <b>family and social policies<\/b>, <b>school<\/b>, <b>university and research,<\/b> <b>public and private investments<\/b> for the development of the country, <b>south and territorial cohesion<\/b>, <b>reduction of the tax burden<\/b>, contrast of<b>evasion<\/b>.<\/p>\n<p>The Economy Minister then reiterated that &quot;the 16.1% increase recorded by GDP in the third quarter was higher than the 13.6% prudently assumed in the <b>Nadef<\/b> and, given the current Istat estimate for the third quarter, the 2020 GDP contraction forecast (-9.1% on quarterly data and -9% on annual ones) leaves room for a <b>economic downturn in the fourth quarter<\/b> up to 4 percent. That is, up to a 4 percent reduction in GDP in the fourth quarter would keep the final figure for 2020 equal to what we have estimated (-9 percent) and this precisely due to the more positive third quarter of our forecasts&quot;. As for the exit from the crisis, Gualtieri said: \u201cThe possibilities for a recovery in 2021 are still open even taking into account a more contrasted start to the year than previously assumed.<span class=\"Apple-converted-space\">\u00a0 <\/span>Evaluating the prospects of <b>GDP recovery in 2021<\/b> will also take into account the impetus provided by further additional measures, which the Government may adopt at the beginning of the new year by calibrating the request for a new budget slippage based on an updated assessment of the <b>perspectives of the epidemic<\/b> and related containment measures.<\/p>\n<h3><b>The Senate Hall<\/b><\/h3>\n<p>L&#039;<b>Senate assembly<\/b> he will meet again tomorrow at 4.30 pm for the President&#039;s announcements <b>Maria Elisabetta Alberti Casellati<\/b>.<\/p>\n<h3><b>The Senate Committees<\/b><\/h3>\n<p>As regards the <b>Commissions<\/b>, the <b>Constitutional affairs <\/b>it will hold hearings on the constitutional bill on the supremacy clause and some on the assigned deal relating to the most effective methods for exercising Parliament&#039;s constitutional prerogatives in the context of a declared emergency; it will also examine the bill on statistics on gender-based violence and the bill for the establishment of the national day for victims of COVID-19.<span class=\"Apple-converted-space\">\u00a0 <\/span>There <b>Justice <\/b>will examine the draft legislative decree on the European arrest warrant and surrender procedures between Member States and the draft legislative decree on enhanced cooperation on the establishment of the European Public Prosecutor&#039;s Office (EPPO). There <b>Defence<\/b> will hold several hearings on the activities of the Armed Forces&#039; health facilities during the Covid emergency. There <b>Productive activities <\/b>it will carry out several hearings in the context of the assigned deal on the support and promotion systems of tourist services and the production chains associated with the valorisation of the territory. <span style=\"color: #000000;\">There <b>Healthcare<\/b> the cycle of hearings on the deal assigned for the strengthening and redevelopment of territorial medicine in the post-Covid era will continue.<\/span><\/p>\n<h3><b>The House Chamber<\/b><\/h3>\n<p>The Hall of <b>Room<\/b> will meet again at 11.00 for the request to extend the deadline for the conclusion of the works of the\u00a0<b>Parliamentary commission of inquiry into the death of Giulio Regeni, <\/b>the examination and voting of the preliminary questions referred to the decree law for the\u00a0<b>extension of the declaration of the state of epidemiological emergency from COVID-19<\/b>\u00a0and for the operational continuity of the COVID alert system, of the decree law for the\u00a0<b>relaunch of the health service of the Calabria region<\/b>\u00a0and for the renewal of the elected bodies of the regions with ordinary statute. It will then examine the report of the Committee for authorizations on the application for\u00a0<b>authorization to acquire printouts of communications from deputy Zicchieri<\/b>.<\/p>\n<h3><b>House Committees<\/b><\/h3>\n<p>As regards the <b>Commissions<\/b>, the <b>Constitutional affairs<\/b> will examine the decree relating to urgent provisions on immigration, international and complementary protection, as well as measures relating to the prohibition of access to public establishments and places of public detention, to combat the distorted use of the web and to regulate the national Guarantor of the rights of persons deprived of their personal liberty. There <b>Foreign<\/b> will listen to the Executive Director of the World Food Program (WFP) David Beasley on Italy&#039;s international action for the implementation of the 2030 Agenda for sustainable development and the effectiveness of the national regulatory framework and the Italian cooperation system. There <b>Budget Commission<\/b> hearings on the budget law will continue; specifically, it will listen to representatives of the Bank of Italy, CNEL, ISTAT and the Parliamentary Budget Office (UPB). All the other Commissions will begin the examination of the economic package in a consultative session. There <b>Finances<\/b> will listen to the Director of the Revenue Agency Ernesto Maria Ruffini and the representatives of the Italian Banking Association (ABI) in the context of the discussion of the resolutions relating to the electronic traceability of payments and the simplification of the related obligations in order to combat tax evasion.<\/p>\n<p>&nbsp;<\/p>\n<p>There <b>Environment<\/b> will hold several hearings on the budget law. There <b>Transportation<\/b> will hear the representatives of the Italian General Confederation of Transport and Logistics (Confetra) and of Conftrasporto on the transport of the vaccine against COVID-19 in the context of the examination, in a consultative session, of the budget law bill, and the representatives of Confcommercio on the Framework law on interports. There <b>Productive activities<\/b> will hold several hearings on the budget law. <span style=\"color: #000000;\">There <b>Social Affairs<\/b> will examine the decree-law for the relaunch of the health service of the Calabria region and for the renewal of the elected bodies of the regions with ordinary statute.<\/span> There <b>Agriculture<\/b> it will hold various hearings on the budget law and will discuss the proposal for the appointment of Professor Carlo Gaudio as president of the Agricultural Research Council (CREA).<\/p>\n<\/section>","protected":false},"excerpt":{"rendered":"<p>La giornata parlamentare del 24 Novembre 2020 Fonte NOMOS &#8211; 24 NOVEMBRE 2020 Conte e Gualtieri aprono al dialogo con FI.
