Appeal from Casaleggio, abstention for unity<\/b><\/h3>\n<p>The numbers are on the side of <b>government of Mario Draghi<\/b>, both in the Chamber and in the Senate, but the possible landslide of a more or less substantial part of the <b>5 Star Movement<\/b> it would risk becoming a political node also for the alliance between Pd, M5S and Leu. However, the leadership of the pentastellata is working to reduce the area of dissent to about ten deputies and a maximum of 20 senators. The voices of the dissidents of the M5S were also heard on Sunday: the senator <b>Barbara Lezzi<\/b> he reiterated his no and asked for one <b>second vote on <i>Roussea<\/i>u<\/b>; she was joined by Mattia Crucioli, also a senator, and Pino Cabras, a deputy. In the Chamber, Francesco Forciniti, Alvise Maniero and Raphael Raduzzi are also oriented towards no; a political as well as numerical landslide of the M5S could put the Democratic Party in difficulty, which would see the prospect of an alliance with the M5S and Leu creak: a Movement pressed from outside the area <b>Alessandro Di Battista<\/b>, it would be difficult for the administrations to run together with the Dems in some cities, where instead that alliance would be successful or even competitive.<\/p>\n<p>The leadership of the M5S, from <b>Vito Crimi<\/b> to <b>Louis DiMaio<\/b>, however, is not sitting idly by and has opened a channel of dialogue with all the dissidents. Tuesday on <b><i>Rousseau<\/i> <\/b>will vote on <b>new governance of the Movement<\/b> which provides a <b>directory<\/b> to 5 within which the minority voice could find a place, which would therefore have internal guarantees. The goal is to reduce the number of dissident senators from 40 to no more than 20 (out of a total of 92) and those in Montecitorio to around ten (out of 190). It was again in the evening to plead the cause of yes to the government <b>Beppe Grillo<\/b>: in a post he depicted Draghi with the writing \u201cNow the environment. Whatever it takes\u201d, now the environment, at any cost. <b>David Casaleggio<\/b> instead he invited &quot;those who are uncomfortable&quot; to abstain, avoiding the &quot;no&quot; to trust. Trust in the Draghi government will definitely not be voted on by<b> Fdi<\/b> which has only 33 deputies and 19 senators. This position will be offered by <b>Giorgia Meloni<\/b> today to the party organs that should make it their own. Also <b>Italian left<\/b> will deny the trust, but <b>Loredana De Petris<\/b> in the Senate and <b>Erasmus Palazzotto<\/b> in the House they will vote in favour, in dissent, so Draghi will only speak against <b>Nicola Fratoianni<\/b> in Montecitorio. For the new executive, therefore, two Bulgarian assemblies are envisaged in arithmetical terms. On the political level, the parties have yet to metabolize being together with their opponents. <b>Matthew Salvini<\/b> he has shown that he wants to continue to be &quot;of struggle and government&quot;, and to curb him the Pd needs a solid axis with the M5S.<\/p>\n<h3><b>First grain in the House, there is the vote on the reform of the prescription<\/b><\/h3>\n<p>The Draghi government has not yet received the trust of Parliament but the first grain is on the table: it is the vote on <b>prescription reform<\/b> which was the flag of the ex Keeper of the Seals <b>Alfonso Bonafede<\/b> and of the Movement, now at the center of some amendments to <b>milleproproghe decree<\/b> examined by the Constitutional Affairs and Budget Committee of the Chamber. Proposed separately by Italia viva, +Europa-Azione and Forza Italia, they ask for the <b>suspension of the reform<\/b> until at least 2021. But in a perimeter it is revolutionized compared to a few weeks ago and we have to deal with a technical minister as she is <b>Martha Cartabia<\/b>; in short, with the arrival of the emergency government which boasts an almost Bulgarian majority, the historic barricades of Renzians and forzisti could fall. The amendments remain for now: presented on February 3, they could be voted on within days, more likely after the trust, and await the opinion of the Government, at its first test. And quickly: the milleproroghe expires on March 1 and requires three more steps (Chamber room, Senate commission, Palazzo Madama room). It is no coincidence that the Democratic Party, which was in opposition when the reform was launched by Count 1, is now stalling: &quot;We need to see what initiative the Government takes, we await the trust and then decide&quot;, says the deputy Dem <b>Stephen Ceccanti<\/b>. The 5 Stars are asking for collaboration: &quot;In this phase it is not the time for flag battles and provocations&quot;, he warns <b>Joseph Brescia<\/b> in the dual capacity of president of the Constitutional Affairs Commission and rapporteur of the measure.<\/p>\n<h3><b>Salvini and Berlusconi are satisfied with Draghi. Meloni reiterates his No<\/b><\/h3>\n<p>In the <b>centre-right<\/b> everyone goes on his own way. <b>League<\/b> And <b>Come on Italy<\/b> reaffirm the goodness of their government choice while <b>Giorgia Meloni<\/b> remains firmly in opposition. Of the three leaders, the one undoubtedly most enthusiastic about the Draghi executive is <b>Silvio Berlusconi<\/b>; the feeling between the two, already known, appeared to everyone in the light of day in a short video stolen during the consultations: \u201cLet&#039;s emerge from the crisis with a high-profile government that unites the country. It was built by President Draghi who decided to indicate ministers he liked beyond the indications of the parties. He made balanced choices\u201d, the words of Cav. The number one of Forza Italia says he is sure of the <b>quality of ministers<\/b> expressed by his party underlining how within the Azzurri &quot;&quot;there is no moderate wing as opposed to a sovereign wing. There is no differentiation\u201d. Unity but also pride in affirming that &quot;in the centre-right, Fi is not subordinated to anyone, indeed it aspires to once again play a leading role, not only politically but also in terms of numbers&quot;.<\/p>\n<p>If Berlusconi has thrown himself into the arms of the new Prime Minister the choice of <b>Matthew Salvini<\/b> instead it was dictated by pragmatism. \u201cIn this difficult moment, the interest of the party comes later. I&#039;m happy to be in the game, I prefer to be there \u201d, he says, implying that his main objective was not to see a majority too similar to that of the Conte bis. A &quot;concrete&quot; choice, a sort of lookout for &quot;a change of pace and working method&quot;, in short, a role that Salvini claims compared to a simple no that &quot;would have been more comfortable&quot;, a not too veiled reference to what was decided by <b>Giorgia Meloni<\/b>. Brothers of Italy <b>he will not vote for trust in the Draghi executive<\/b>. A solitary choice, but only in Parliament: \u201cThere are millions of people in Italy who look astonished at the new government. I see a compromise executive between the political parties, I challenge you to say that some are the best \u201d, explains Meloni.<\/p>\n<h3><b>Speranza imposes a stop to the resumption of skiing and the League warms up the engines<\/b><\/h3>\n<p><b>Mario Draghi<\/b> he is working on the keynote speech with which he will present himself to the Senate and the Chamber to gain confidence, but the dossiers on the Prime Minister&#039;s desk are already numerous and full of pitfalls. A first demonstration comes with the reverse which the Government is forced on <b>ski activities<\/b>; the green light for the yellow areas dates back to two weeks ago, but the evolution of the most recent epidemiological data communicated on Friday by the ISS requires <b>Robert Hope<\/b> a step back: everything closed until March 5th. It is a first hiccup for the new majority who are preparing to trust Draghi. <b>Matthew Salvini<\/b> pawing \u201cYou cannot continue with the Conte method, I announce on Sunday and close on Monday. Beyond Hope, just reconfirmed as Minister, a <b>technical team change<\/b>\u201d. Northern League ministers <b>Giancarlo Giorgetti<\/b> And <b>Massimo Garavaglia<\/b>, freshly sworn in, hastened to mark the territory: \u201cCompensation for the mountains must have absolute priority, when damage occurs, the damage must be indemnified; already immediately in the next decree&quot;. The impact of the variants on infections will dictate <b>new countermeasures<\/b> to the spread of the virus. The latest decree approved by the Conte government extends the stop to travel between the Regions until 25 February. The new executive will then have 10 days to ground one <b>new containment strategy<\/b>. Given the confirmation of Speranza alla Salute and what emerged from the various consultations made by Draghi, so far the Prime Minister has not opposed the current pandemic policy; having Lega and Forza Italia in the majority, however, complicates the picture considerably, in what could be a <b>new derby between penalty takers and openers<\/b>.<\/p>\n<h3><b>In the Senate<\/b><\/h3>\n<p>After Saturday morning the <b>first Draghi Government<\/b> swore at the Quirinale, the<b>Senate assembly<\/b> will meet again on Wednesday at 10.00 for <b>Communications from the President of the Council of Ministers<\/b> <b>Mario Draghi<\/b> and consequent debate e <b>vote of confidence<\/b>. As regards the <b>Commissions<\/b>, the <b>Finances<\/b>, jointly with the respective Chamber, will hold various hearings as part of the fact-finding investigation on the Irpef reform. Today he will listen to the representatives of Casartigiani, CNA, Confartigianato, Confcommercio and Confesercenti; Friday instead will be the turn of those CGIL, CISL, UIL and UGL. There <b>Instruction<\/b> it will examine the decree on the organization and functioning of the Italian National Olympic Committee (CONI) and on the same subject it will listen to the representatives of the sports promotion bodies (UISP-Sport for all, the Italian Sports Center (CSI) and the Italian Culture and Sport Association), those of CGIL CISL and UIL, of Coni and Sport and Health. Tomorrow at 8.30 the Industry Commission will listen to the Regulatory Authority for energy, networks and the environment (Arera) on the assigned deal relating to the rationalisation, transparency and cost structure of the electricity market and on the effects on users&#039; bills.<\/p>\n<h3><b>To the Chamber<\/b><\/h3>\n<p>L&#039;<b>Chamber of the Chamber<\/b> will meet again on Wednesday at 11.30 to receive the <b>Communications from the President of the Council of Ministers Mario Draghi<\/b> and the following day for the <b>vote of confidence<\/b>. As regards the <b>Commissions<\/b>, the <b>Constitutional affairs<\/b>, in meeting with the <b>Balance<\/b>, will come to the heart of the voting of the so-called deadline extension decree. L&#039;<b>Foreign<\/b> will listen to the Amb. Vincenzo Celeste, Director General of the MAECI for the European Union, as part of the fact-finding survey on the dynamics of international trade and the national interest. There <b>Culture<\/b> will discuss the list of proposals for the establishment and financing of national committees and national editions for the year 2020.
