Rampant corruption, the president of the Anac, "Bribes are paid even for fifty euros"

Presented the report to Parliament by Francesco Merloni: "Sectors most at risk are public procurement, waste and health care". Twenty-eight cases were recorded in Sicily in the three-year period 2016-19, almost as many as in the North, where, however, the turnover is much more conspicuous. QoS – 2 July 2020

In the three-year period 2016-19, 28 episodes of corruption were recorded (18.4% of the total), almost as many as occurred in all the Northern regions (29 overall). Of course, we all know very well that the state of health of the economy in the North allows us to deduce that certainly the "turnover" there is more conspicuous but the Sicilian numerical data does not go unnoticed.

The acting president of Anac, Francesco Merloni, today presented the annual report from which it emerges the photograph of a corruption phenomenon that in Italy appears “pulverized and multiform, and involves – said Merloni – almost all the territorial areas of the country. The value of the bribe is frequently very low and increasingly takes on forms other than the classic donation of money, such as hiring friends and relatives. The fact that the civil service is sold for very little, 2,000 or 3,000 euros, sometimes even for just 50 or 100 euros, is of particular alarm".

In the national ranking, we said, Sicily stands out with the highest number of cases. Followed by Lazio (with 22 cases), Campania (20), Puglia (16) and Calabria (14).

The sector most at risk is confirmed as the one linked to public works, in a broad sense that also includes redevelopment and maintenance interventions (buildings, roads, securing the territory): 61 episodes of corruption recorded in the three-year period, equal to 40% of the total. This is followed by the sector linked to the waste cycle (collection, transport, management, landfilling) with 33 cases (22%) and the health sector with 19 cases (supplies of drugs, medical equipment and medical instruments, wash-hire and cleaning services), equivalent to 13%.
