On 27 February a FEDAIISF delegation, made up of the National President Antonio Mazzarella and the former national secretary Riccardo Bevilacqua, met with Drs Maria Chiara Silvani and Maria Giulia Negri of the Territorial Assistance Service of the Emilia Romagna Region to replace dr. Antonio Brambilla, Head of the same service.
Our disappointment at the absence of Dr. was immediately conveyed. Brambilla with whom we had made an appointment, after we had been told that she would in turn replace Dr. Kyriakoula Petropulacos (General Manager, Personal Care, Health and Welfare) to whom the initial request for a FEDAIISF meeting had been made. These behaviors highlight the lack of interest of the regional political and administrative offices towards a category of workers when instead the latter should be at the center of their attention.
Mazzarella and Bevilacqua immediately clarified, unequivocally, the goals and objectives of FEDAIISF as a professional association of the whole category, to such an extent that the two interlocutors underlined the affinity of the Association more to an Order than to a Union.
We then went into the merits of the meeting which had as its object the working problems of Pharmaceutical Representatives following the Regional Council Resolution (Emilia-Romagna.dgr-2309-2016) which has produced inadmissible and penalizing interpretations by the various provincial AUSLs.
Above all, the interpretative distortions were represented, on the access of the ISF, of the AUSL of Parma and Bologna and, patchily, of other hospital managements and departments such as that of Geriatrics of the "Pierantoni" Hospital of Forlí, which decided of no longer receiving the ISF, and of other Departments that have extended their bookings by many months.
It has been strongly highlighted, and on several occasions, that these regulations (legitimized by the resolution) prevent the performance of the work activity of the ISF through administrative obligations which translate into difficulties in contacts via e-mail, pharaonic response times, or even of NO response to the requested appointments. All of this has resulted in the dismissal of some colleagues.
With regard to these, and other critical reports, and taking into account the intention of making corrections to the text of the Council resolution by the Region itself, we asked to be able to view the draft of the new resolution.
We were told that the indication of the meeting was to listen only to our requests.
We have therefore proposed that the Region ask the AUSL, the hospital directorates and the departments concerned to suspend these penalizing impositions pending the new shared resolution.
The answer was negative because the Territorial Service of the Region cannot interfere in the organizational decisions of the Local Health Authorities or of the Hospital Directorates.
Our observation was that the Region, however, has already interfered with the resolution, and it is not clear why the same Region cannot indicate to AUSL and the Hospital Directorates, a stop to penalizing and harmful interpretations of the work and dignity of a entire category of professionals.
We have once again represented with disappointment that these rules prevent us from working, that is, they appear to be in contrast with article 4 of the Constitution which reads: "The Republic recognizes the right to work for all citizens and promotes the conditions that make this right effective”.
The discussion continued touching on a series of issues related to the organization and planning of the work of the ISF, which made our interlocutors better understand our activity.
These interventions finally led to the official request from the Region for an effective collaboration in reporting all the various criticalities encountered in the area in order to reach a constructive and shared new resolution.
FEDAIISF undertook to report what was requested, recalling that many reports had already been made to Doctor Petropulacos, during the meeting in Bologna on June 24, 2017, who answered categorically that the resolution would not be touched even if tables had been set up technicians about it.
Finally, we underlined the urgency of arriving at a situation of normality in the shortest possible time, in compliance with the work of all parties involved in the infamous resolution, starting with that of the ISF, arbitrarily trampled on.
FEDAIISF will carefully follow the commitment of the Region towards us, resulting from this meeting, for the transposition of our requests which, in our case, are those of article 4 of the Constitution.
