In the event that the regions exceed the 13% ceiling for the agreed pharmaceutical expenditure and do not guarantee coverage of the 40% (the amount they are responsible for), the mandatory tickets will be triggered, i.e. a fixed amount per recipe or package, of an amount suitable to guarantee the containment of the 40%. The measure is established in the Health Pact, voted unanimously today by the Conference of Presidents of the Regions and Autonomous Provinces. This was explained at the end of the meeting by the councilor for health of Emilia Romagna Giovanni Bissoni. On the contrary, the regions that guarantee coverage at their expense will be able to access that billion of the health fund set aside to guarantee correct pharmaceutical expenditure. Resources that will be released if the Regions that have breached the 13% ceiling have presented and ensured the adoption of the tools they have at their disposal to recover the breakthrough "the tickets, the direct distribution of medicines and the reduction of consumption". “Current legislation sets aside 1 billion euros from the old health fund to guarantee correct pharmaceutical spending – explains Bissoni – However, up to now access to the fund was impossible because it was actually hindered by the verification methods.
