Tell the Morning / Free sample, but the pharmacy made me pay for it

The writing on the packaging is clear: "free reduced sample, not for sale". And yet, in a pharmacy in Arenella I paid for that mouthwash, and how. Only at home, however, did I realize I had a "package". Of modest amount, it is true, but still a "package".

I wrote an email to the President of the Order of Pharmacists of Naples informing him of the incident and asking him how he would behave, as a simple citizen: inform the Guardia di Finanza (yes, oh well, I did, but I have to go to them, with the bottle, a complaint, etc.), protest with the pharmacy (I will, but will it help?) or write to the Order?

I am not mentioning the name of the pharmacy, also because selling product samples is a widespread fashion, and not only among pharmacists, for whose category, however, all this is certainly not good.
