"Relaunching the National Health Service": FNOMCeO appeal to all political forces
An appeal to all parties to include the strengthening of the National Health Service among the points of the electoral program.
It was launched by the President of FNOMCeO, the National Federation of Orders of Surgeons and Dentists, Filippo Anelli.
“We had an ongoing discussion with the Government on the employment situation of doctors, on expenditure ceilings, on the shortage of personnel Rings explains. on all those reasons for malaise and discomfort that we have summarized as a "Medical issue" and which affect the quality of care, in the hospital and on the territory. Now the hope is that the new Parliament and the new Government will always be attentive to issues relating to the health of citizens and the work of health professionals. Indeed, it is much more than a wish: it is an essential condition for guaranteeing the maintenance of our national public health service, which is fair, universal and equal for all".
According to the FNOMCeO, there are ten priorities that political alignments should put at the top of the agenda.
First, the shortage of specialist doctors and general practitioners, highlighted again yesterday by the Statistical Yearbook of the National Health Service referring to the year 2020 and published by the Ministry of Health.
To solve it, it is necessary to eliminate the expenditure ceiling for personnel, referring to 2004, and to double and increase the attractiveness of scholarships for specific training in general medicine. It is also necessary to maintain for the next few years, and systematize with a legal provision, the correspondence between the number of medical degrees and the places in the Schools of Specialization and in the Training Course for General Medicine. While waiting for the new professionals to be trained, it is necessary to recognize, at a regulatory level, the professional training and assistance activities of the trainees. With these precautions, it will be possible to set up a correct planning of the workforce, both for employees and contracted personnel, for the next ten years.
Then, the problem of health inequalities must be resolved once and for all. Between North and South, between Center and Periphery, even between Local Health Authority and Local Health Authority, on the same territory. To do this, resources are needed and reforms are needed. The National Operational Plan (Pon) on Health must be unblocked with the 625 million earmarked for healthcare in the South. It is also necessary to intervene on healthcare mobility, setting up a "Supranational Network of Skills", so that professionals, and no longer citizens, move.
It is necessary to intervene, urgently and with extraordinary measures, on the dramatic condition of the Emergency Department, of 118, of Emergency Medicine - Urgency declined in the hospital and territorial fields.
On the territory, the activity of General Practitioners must be strengthened, supporting them with administrative and study staff and with other professionals, providing for an increase in the company fund of production factors.
Doctors and health professionals, wherever they practice, must be guaranteed full safety at work, also with the prevention and repression of attacks, in compliance with the law. Burnout must be recognized as an occupational disease.
An extraordinary allocation is needed in order to arrive at the renewals of the National Collective Labor Agreements e 
of the National Collective Agreements.
The problem of waiting lists must be solved, with the increase in personnel, the management of chronic conditions in the area, the completion of hours for the full use of all the conventional professional resources of the National Health Service in the area, for example by increasing the number of hours of the agreed and accredited outpatient specialist.
It is necessary to envisage, for the medical personnel employed by the private sector, homogeneous and equivalent contractual agreements for the public sector, guaranteeing an adequate qualitative and quantitative endowment of personnel.
The National Health Fund should be implemented to improve the quality of care and to cover the higher costs due to the increase in the average age of the population and the increase in chronic diseases.
In conclusion, but a presupposition and at the same time a summary of all the other points, the recognition of the autonomy of the Professions and of the role of the professionals. A simplification of the bureaucratic procedures for the prescription of drugs is needed, such as the compilation of treatment plans, and of the authorization procedures for the practice of the profession. It is necessary to enhance the social role of the doctor also through regulatory provisions, to ensure greater incisiveness for the medical profession in the Governance of the National Health Service, to protect the medical act in telemedicine processes.
“These ten essential points are borrowed, constituting a synthesis, from the Manifesto on the Medical Question – concludes Rings – signed by FNOMCeO and fifteen medical trade unions and presented to Politics on 21 April last, in the presence of the Minister of Health Roberto Speranza and the President of the Conference of Regions, Massimiliano Fedriga. The Covid pandemic has shown us the limits, the fragility but also the strengths of our National Health Service, and of its human capital. Now the responsibility to preserve it, support it and promote it passes into the hands of those who propose to govern our country. As doctors, as citizens, we ask all parties to make a strong and clear commitment to our National Health Service. A commitment that arises from the awareness of the importance of health as a fundamental human right and a pillar of our democracy”.

The doctors' union against parties: "In the electoral programs there is no mention of Healthcare, there is so much bitterness"
The doctors' union feels excluded from the elections: "The appeal that the Federation made to parties and coalitions a couple of weeks ago has obviously fallen on deaf ears: there is bitterness, disappointment and anger".
The doctors' union has once again harshly criticized the indifference of politicians towards the serious crisis in which the national health system is located. How many times do the words doctor and hospital appear in the electoral programs of the parties running for political elections? – asks the president of Cimo-Fesmed Guido Quici in an interview with AdnKronos. "The appeal that the Federation, a couple of weeks ago, had addressed to the parties and coalitions has obviously fallen on deaf ears: there is bitterness, disappointment and anger".
The doctors' union had asked to include "concrete and realistic proposals" in the electoral programs capable of overcoming the problems of the National Health Service. Instead, explains Cimo-Fesmed, the chapters dedicated to health protection are largely superficial, demagogic and so inconsistent as to be impossible to implement".
