Many senators are disappointed. The minister: now ticket and Pact for Health

"There was talk of possible changes instead there was a retreat, we did not appreciate this way of proceeding by Minister Balduzzi" can be summarized in this position of the leader of the PDL Maurice Gasparri the disappointment of many senators from the majority who did not vote to trust the decree. As Ignatius Marino: “I can't vote on a free health care reform. A reform in which guarantees are made for the! gge to citizens what cannot be maintained: this decree, in fact, does not allocate one euro for the opening of medical surgeries 24 hours a day 365 days a year, making this desirable innovation a dead letter right from the start». The minister promised the disappointed senators that all the hypothesized corrections could be applied in the omnibus bill of the former health minister Ferruccio Fazio.
Balduzzi himself, in an interview with Il Sole 24 Ore, then returned to talking about the reform of co-payments and the Pact for health as the next chapters to be addressed. For the former, the working hypothesis seems to revolve around a model with a deductible set at 3 per thousand of income, beyond which the services would all become the responsibility of public health. Translated, it means a sharing of 30 euros for a pensioner with an income of 10,000 euros, 120 euros for a worker with an income of 40,000 euros, 300 euros in per! a professional with an income of 100,000 euros. The Pact for Health, as hypothesized by the minister himself a few weeks ago, could already find a place in the stability law but, he specified, "not necessarily" because "the legislative vehicle can also be decided in 2013, given that the reform will start in 2014".
Reform of the tickets and Pact, however, remain an uphill double game, given that not later than a few weeks ago the Regions, through the mouth of the President of the Conference Vasco Errani, said they were concerned about the repercussion of the stability law "on health, education and social services", because the new cuts risk jeopardizing the possibility of providing services. So much so that the health councilor of Emilia Romagna, Charles Lusenti, said that it will not be possible to sign the Health Pact because of these interventions, which add up, among other things, to the maneuvers of Tremontiana, but also to the Salva-Italia and the Spending review which have repeatedly 'scissored' the health funds. However, the minister feels the responsibility to try to achieve a result and reiterates that "the Pact is the framework that holds everything together, without the NHS it would be weaker". "I will do everything until the last day of my mandate - he promises - to overcome the obstacles that block him".
