PNRR, here are the Institutional Development Contracts: 6,000 projects for the healthcare of the future

Signed last June 1 by the Ministry of Health with each Region, they will serve to put into practice the objectives set by Mission 6.

21 has been released Institutional development contracts signed on 1 June by the Ministry of Health with each Region: a total of 6,000 projects to build the National Health Service of the future. Among other things, 1,350 community houses open up to 24 hours a day and 400 community hospitals will be created, but also keep an eye on home care and telemedicine. All goals set by Mission 6 of the Pnrr.

Each Region, as implementing body, will have to appoint a sole contact person for the contract. The ministry of health, on the other hand, has the primary task of overseeing and supervising the execution, in a constant, timely and effective manner, of the interventions that make up the measures of the Pnrr of competence, and of guaranteeing the achievement of the relative results (target and milestone), the achievement of which, according to the established timescales, represents the enabling condition for the reimbursement of resources by the European Commission. To do this, the Ministry has set up aMission unit, but for a part of the interventions on territorial health it will also make use of agenas.

Furthermore, to ensure the governance and control of the implementation of the Contract, a Institutional table, chaired by the Minister of Health, or his delegate, and composed of the President of the Region/Autonomous Province, or his delegate, and the Minister of Economy and Finance, or his delegate.

These are the tasks of the Table:
a) evaluate the performance of the activities and compliance with the commitments set out in the contract;
b) check, at least every six months, the implementation status of the operational plan;
c) approve any subsequent remodulations of the intervention and funding schedules proposed by the RUC, and possibly amend the operational plan in the light of the results resulting from the implementation of the individual interventions that make it up;
d) approve any necessary definancing proposals.

With a majority vote, the Table will also be able to decide whether the substitutive powers of the Government towards the Region should be triggered.
