Troise: wrong choices by Governments put the NHS at risk

The retreat of the right of each person to be treated according to need and of each doctor to treat independently and responsibly. This is the main consequence of «wrong and dangerous choices by successive governments in the last two years which have affected healthcare in a blind and linear way, to the point of entering a collision course with the system's own purposes». To sound the alarm Constantine Troise (photo), national secretary of Anaao-Assomed, who explains: "Definancing of 30 billion, cutting of professional and structural resources such as doctors and beds, institutional conflicts, bad politics and bad administration, worsening of staff working conditions constitute an explosive mixture that is sinking a health system which, OECD data in hand, combines excellent health results with the lowest levels of per capita spending in Western Europe". In short, what has been done is "an accounting operation that hides a political operation that aims at (de)private healthcare, despite the fact that no healthcare system other than the public and national one can guarantee better results at lower costs". Meanwhile, there is concern about the expiry of the deadline set by the spending review for the signing of the 2013-2015 Health Pact between the Ministry of Health and the Regions which was scheduled for 15. Now, according to the provision, failure to sign the agreement could lead to the application in the Regions of all NHS spending containment measures, without remodulations. But the reassurance comes from technical sources of the Ministry of Health: «The term is political and not technical. If the Ministry and the Regions have not managed to sign the Pact by the established date, nothing happens, we continue to discuss ». It is clear, the Ministry continues, that "if it had been possible to sign by 15 November, the remodulation could have been taken into account in the Stability law". Since this has not been done, the Ministry continues, "a change will have to be made through some future legislative vehicle, such as for example the Fazio bill under discussion in the Senate, the Development decree or a Milleproroghe". The goal of the Ministry of Health is to reach an agreement by the end of 2012. And as regards the division, "it will be done either with the old rules or with the new ones if an agreement is found". The next meeting with the Regions is scheduled for the 22nd: «It is possible that an agreement will be reached on the lines! generals".
