The ISF NATIONAL COORDINATION of FILCTEM CGIL, meeting on 28 May last, reaffirmed the need to IMMEDIATELY ACTIVATE THE UNITY TRADE UNION COORDINATION to set up an INSTITUTIONAL TABLE with the MINISTRY of Economic Development and, hopefully through it, begin a process of comparison that sees the participation of all interested parties as required in the joint document signed by the Trade Unions category and FARMINDUSTRIA., (NATIONAL HEALTH SERVICE, AIFA, DOCTORS, Conference of REGIONS, etc.).
The NATIONAL COORDINATION CONSIDERS THAT:
- it is necessary to reiterate the strategic nature and added value of the scientific information activity which guarantees its greater effectiveness for the "TRAINING" on pharmacology aimed at healthcare professionals, carried out in Face-to-Face mode and not in remote mode, limited to current exceptional situation linked to the pandemic; after this period, given that it will probably not be possible to eliminate the activity remotely, it must be regulated as a "minority and collateral" tool to traditional information;
- given the continuation of remote activity, which will still involve workers for several months, a national regulation of the aforementioned activity is necessary and can no longer be postponed, to protect workers but at the same time medical personnel and patient citizens. It is necessary that this activity takes place through certified and recognized institutional platforms on which to make scientific information and not marketing activities (platform with certainty of times compatible with the workers' working hours, guarantee of privacy and secrecy of interlocutions, limitation to two interlocutors , to avoid the intrusion of unauthorized subjects and the control of the activity, control and recording of accesses, etc.); This regulation must provide for transparent rules of access, guarantee of privacy and respect for working hours.
- The establishment of the aforementioned INSTITUTIONAL TABLE will necessarily have to commit to finding short-term solutions for the contingent and exceptional situation, however also aiming for solutions for the PRE-COVID problems, such as reiterating the difference between INFORMATION and MARKETING recognizing the role of the Isfs, envisaged by law and differentiating it from other admittedly commercial activities. It should be remembered that the current situation has made it possible to replace regular subordinate contracts, a guarantee of regulatory compliance, with as many individual commission contracts.
