"Cura Italia" decree, a joke for the 230,000 commercial agents. The request for clarification from the trade unions

From Federagenti – 18 March 2020 the following communication was issued: "While we understand the difficulties the Government is facing right now, we consider the Decree absolutely inadequate for the current needs of our Category. The suspension of the payment of taxes and duties, of installments and loans is nothing more than a mere postponement of a couple of months of expenses to be faced in a period of profound liquidity crisis.

The Decree provides for an indemnity of 600 euros for the month of March for VAT numbers on condition that they are not registered in other compulsory social security forms, effectively cutting out all commercial agents who are compulsorily registered with both INPS and Enasarco .

On the other hand, the allocations of the newly instituted "Fund for the income of last resort" would apply to our category, i.e. an unsafe compensation, of an "eventual and exceptional" nature, with an indefinite amount and linked to subsequent ministerial decrees which will set "the criteria of priorities and the methods of attribution”.

We understand the government's current difficulties, but we cannot accept that around 230,000 workers - already severely tried by the consequences of this epidemic - must suffer certain death from their business. Federagenti immediately took action towards the institutions and we will update you on the matter“.

Meanwhile the Enasarco Board of Directors unanimously approved the financial allocation in favor of agents in difficulty, applying all the measures currently practicable, further increasing resources for a total of over 8.4 million euros.

The Council also approved a change to the budget to increase this endowment by a further 2 million euros. The latter variation must be approved by the Delegate Assembly.

The indemnity does not contribute to the formation of income and is disbursed by INPS, upon request by the person concerned, within the foreseen spending limits. In other words, the INPS is thinking about a "click day", that is, once the allocated funds have run out, no more indemnity will be paid. The click day could be set for next week while payments could arrive as early as April. In practice, there should be only one day, precisely between Monday and next Friday, in which a specific section of the site will be active to be accessed with the usual PIN of the social security institution. The click day could be necessary because beyond the limit of the fixed resources (2.16 billion) new applications cannot be accepted. The Inps Pin will be required. The payment procedure, explained Tridico, INPS President, will be simplified with a "threshold" check on the basis of that done for the citizen's income.

For the allowance for the self-employed, however, it will be necessary to wait for the operating methods that the INPS is developing in these hours.

In the Cura Italia coronavirus decree there is a income of last resort for employees and self-employed.

The last resort income for the coronavirus emergency is aimed at employees and self-employed workers who have lost their jobs. Initially, i was also included professionals enrolled in professional lists or registers, but which appear only at a later time in the new official text.

The official text states that an income support system is set up for these workers Last resort income fund aimed at guaranteeing the recognition of an indemnity for the same subjects, in spending limit of 300 million euros for the year 2020.
