Letter from Federal President Carinci to Scientific Representatives

TO ALL COLLEAGUES

 

 

 

The uncertain political situation has, in fact, slowed down all federal activity: precisely because it is from politics that we continually await answers.

 

For at least three months, the President of the Budget Commission of the House Hon. Boccia and Senator Di Biase, President of the Health Commission of the Senate have been postponing the convocation of FEDAIISF from week to week. First the uncertainties about the stability of the Executive, then the discussions and votes on the stability law, then again the new government and time passes and nobody cares about us.

 

Indeed, someone is concerned: the President of Farmindustria Dr. Scaccabarozzi (Jansen) came out saying that the stability of the pharmaceutical system has served to maintain jobs within the pharmaceutical industry.

 

In this way he will explain to us where the 13,400 jobs lost by drug sales representatives have gone in seven years... He will explain to us why the positive commercial results of pharmaceutical companies could have led to the broadcasting of solidarity contracts, or even the reasons for which the transformation of employment contracts into commission contracts has sometimes been requested.

 

And even the union organizations will have to explain to us why they tuned in to Farmindustria's waves, endorsing, with calm interference, any real or presumed state of crisis.

 

Our political action will tend precisely to try to clarify the real state of need of companies which, moreover, provides for the use of social safety nets paid by the community.

 

If this is the scenario, that we should still expect! We too will become more rigid, imposing compliance with the articles of law that regulate the activity of scientific information.

It is precisely for these reasons that last Saturday, in Rome, we joined the International Federation of Scientists, UIADM, with the election of the President, the Spaniard Oscar M. Rilo Castro, of the Vice President, the Rumanian Mrs. Despina, and other positions within the international executive.

 

Spain, Romania, Germany, Austria, Switzerland, Malta and Italy have joined this federation.

 

An attempt will also be made to arrive at a structurally and numerically strong world federation of over 400,000 scientific representatives.

 

Starting from a basic premise: the legal recognition of our profession at an international level.

 

And someone will also have to explain to us why young people with agricultural employee contracts are hired as scientific representatives... and why young people full of will are sent into the fray to propose price lists of supplements with no turnover forcing them, in fact, - due to inexperience - to lose thousands of euros every year.

 

No one, except FEDAIISF, explains to these guys that, due to the obligatory appointments that no longer allow close visits, and the doctor's need for long times just to memorize the new name, no one explains, I was saying, that the turnover expectations do not may be those desired and elaborated during the selective interview.

 

With the result, for the companies, of having made months of free advertising for their products at the expense of the informant.

 

Car expenses, parking expenses, social security expenses, accountant expenses, VAT expenses, Chamber of Commerce expenses, Enasarco expenses, telephone expenses and so on.

 

In short, we are on the verge of shame.

 

We will undertake to eradicate, in institutional settings, these poisonous weeds, which obscure everyone's dignity, hoping that the same advanced pharmaceutical industry will make scorched ground for these insults and overlap with our complaints.

 

We will highlight them on our website with the relative folly of the proposed contracts, notifying the AIFA of contracts and conditions contra legem and informing, if necessary, the judicial authority as far as, possibly, of competence.

 

Because one thing must be clear: we will not allow these "companies" to include a figure who does not meet the requirements of the laws of this state as a scientific informant. Which everyone, without exception, has an obligation to respect.

 

On 28 February we were invited to participate in a round table in Milan of the SIAR (Italian Regulatory Affairs Society) to present the point of view of drug sales representatives on the new professional figures (RAM, KAM, etc.) and on the new forms of communication.

 

In greeting you, I inform you that the procedures aimed at obtaining the recognition of the Ministry of Economic Development for a federation certifying the quality of our scientific representatives of the drug have been started.

 

We hope that the pharmaceutical industry itself will help us in this project, which then, ultimately, also deeply interests it as a guarantee of professionally qualified choices.

 

Lastly, I invite all colleagues to inform us if you are aware of any economic incentives attributed to ASL managers for the achievement of pharmaceutical cost savings targets

 

In order to document that the savings do not translate into new and more efficient services for the citizen but only serve to fatten the already generous salaries with public money.

 

This way, the savings would be just a round lot.

 

And to establish, once and for all, whether these economic incentives, extended in any technical way to doctors as well, are legitimate under the laws of this state.
