Staff rotation and conflict of interest, the anti-corruption plan of the ministry

The Ministry of Health takes positions against corruption and does so with a real "Plan". The text, published on the institutional website that bears the name of "Three-year Corruption Prevention Plan 2015-2017" (PTPC), was approved according to the provisions of law n.190 of 6 November 2012 containing provisions for the prevention and repression of corruption and illegality in the public administration.

The relevant situations for the Pna are such as to include not only the entire range of crimes against the public administration governed by the penal code, but also the situations in which - regardless of the criminal relevance - a malfunctioning of the administration is highlighted due of the use for private purposes of the assigned functions or the pollution of the administrative action, whether this action is successful or if it remains tentative.

In this general framework, defined by the Pna, the Ptpc launched by the Ministry of Health analyzes the different areas at risk, outlining a specific code of conduct. Among the planned interventions: rotation of staff and managers and identification of potential conflict of interest.

The analysis also deals with office assignments or extra-institutional activities and assignments; of the non-transferability and incompatibility of managerial positions and of the performance of activities subsequent to the termination of the employment relationship with the administration.

But that is not all. Specific checks are also envisaged for participation in competition or tender commissions and for the performance of managerial functions with reference to the offices considered to be at the highest risk of corruption.

A part of the text is also dedicated to the protection of the employee who makes reports of wrongdoing, the so-called "whistleblower" to encourage the reporting of wrongdoing by employees, providing whistleblowers with protection against possible prejudice, given that the fear of retaliation could constitute a deterrent to reporting integrity violations.
