TRIS agreement for early retirement. Waiting for the Government Implementing Decree

I take up the letter published in February on the TRIS agreement in which I expressed doubts, not about its social importance and validity, but about who would pay once it was succeeded through a government decree.

The first doubt, I believe, was cleared up with the meeting in Farmindustria on 8 May ca. The second remains, which is linked to variables that do not depend on INPS and the social parties involved but exclusively on the timing of the formation of the Government. Once the first doubt has been clarified, all that remains is to arm yourself with patience and wait for the contenders elected by the People to decide to "Serve the People" and have the dismissal of the decree among their priorities.

The latest news relating to the competences concerning the social partners and INPS is good because the work has gone ahead and the tris agreement has reached the table of the State Accounting Department which, presumably, will give its opinion immediately before or immediately after the summer. The opinion will probably be positive because the agreement is convenient for the companies and for the INPS and the costs for the state would be related to the non-payment of the tax on the salary that the companies would save.

I try to summarize the mechanism of the tic-tac-toe with simplicity, hoping not to trivialize it:

Antonio wants to leave the world of work 5 years earlier (maximum term), the INPS calculates the value of the monthly pension accrued on the date of leaving, which amounts to, for example, €2,000.00. The Company will pay, to a separate fund of the INPS which will distribute the monthly pension to Antonio, the amount without the relative very onerous taxation. Practically in this "propensity" period the company will pay through INPS.

Once the 5 years have passed and the real retirement age has been reached, the INPS will recalculate the Pension by re-evaluating it with the 5 years of notional payments.

Let's wait, this is one of the cases where Patience represents a form of action.

Note: Fondo TRIS – Bilateral Solidarity Fund – acronym for Protection, Redevelopment, Innovation, Solidarity. It is activated on the voluntary choice of companies and workers and will ensure supplementary income checks for those who choose to retire early. The fund will be managed by INPS, following the publication of the decree establishing the Ministries of Labor and the Economy.

the Fund provides benefits that can be combined with each other and concerning all workers, including managers, to provide an extraordinary allowance for income support to workers who meet the requirements for old-age or early retirement in the following five years, to ensure workers additional benefits, with respect to those provided for by law, in the event of voluntary termination of the employment relationship and finally to contribute to the financing of training programs for professional retraining or retraining.
